Submit, vote, and fund
Users submit proposals to arenas. Others vote (blind) and fund the ones they like. Met funding goal = enters the running.

Deliver the chapter
The winning creator delivers the chapter by the deadline and receives the funded credits. Their direction becomes official canon.
